Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are delivered from multiple capitals. Considerable effort is devoted on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by current data. From observation points, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems engaged: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by allied countries. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly transforms into grim resignation: possibly the hostile projectile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.
Ongoing Risks
Not long after, a automatic firearm engaged a unmanned aircraft close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on external assistance – a need that neighboring countries are evidently unprepared to replace in the short term.
Ineffective Peace Efforts
The detailed framework from American leadership generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, no doubt, continue.
Tactical Assessments
It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a principle well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is impossible to force Russia to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, American administration does little to discourage Russia, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a total frontline collapse until situations evolve in its favour.
Existing Situation
Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are influencing discussions.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
